The Government of India passed an Act of regarding registration of Births and Deaths, in 1969, which was enforced in Rajasthan State in April, 1970 for the implementation of RBD Act 1969 in the state, ?Rajasthan Registration of  Births and Death Rules, 1972? were framed. The state rules were further amended in year 2000 . These state rules were made as per direction and modern rules received from Registrar Genaral, GOI, in the year 2000 and are being enforced. The Director of Economic & Statistics had been appointed as the Chief Registrar of Births & Deaths. To help the Chief Registrar in the work of registration of births and deaths, various functionaries at district, municipality, panchayat samiti and gram panchayat level have been appointed. District Statistical Officers have been appointed as District Registrars, Municipal Health Officer of municipalities with population of more than one lakh have been appointed as Registrars and Commissioners have been appointed as District Registrar for their municipal area, Executive Officers of municipalities with population less than one lakh have been appointed as Registrar for their municipal area development officers of Panchayat Samities have been appointed as Additional District Registrars for their Panchayat Samiti area and at the Gram Panchayat level, teachers, village level workers and Group secretary etc. have been appointed as Registrars. Sub-Registrars in villages/major urban blocks have also been appointed. Notifier System has also been introduced in the State. Jamadars, daies, midwives, ANM, Family Planning workers, Health guides are appointed as notifiers.

The activities undertaken under this scheme are as given below:-

  1. Implementation: Implementation of the Act and Rules of Registration of Births & Deaths, the functionaries approved by the Chief registrar are to execute the instructions and directives of Registrar General of India
  2. Publicity for increasing public awareness towards Registration of births and deaths is being done through documentary films, TV. All India Radio, hoardings, posters, news papers, pamphlets etc.
  3. Inspections: Inspections of registration units at various levels are conducted by the various functionaries as per the quota prescribed by the Government.
  4.  Flow of Returns:

Monthly Returns: Monthly returns regarding progress of registration are collected from the field through District Registrars for onward transmission to the Registrar General of India.

Quarterly Reports: Quarterly progress reports of film shows, progress on implementation of the recommendations of the conferences, recording and reporting efficiency of the registration work collected and sent to the Registrar General of India.

Annual Returns : Annual progress report of births and deaths registration scheme is prepared by the Chief Registrar.

Estimation of Birth and Death events: Expected events for urban as well as rural  areas  are circulated to all districts .

Trainings : Regular trainings for officials concerned Birth and Death registration are organized at districts  level as well as block level

Medical certification of cause of Death: Under this scheme, a certificate of cause of death is issued by the Medical Officer at the time of death. These certificates are scrutinised and coded by the Director, Medical & Health Services and compilation and analyzed by the Directorate.
Printing and distribution of Forms: Various forms and registers used in the registration work are printed and distributed to the concerned functionries by the Chief Registrar.

As per direction of the Registrar General of India (RGI), birth registrations of children upto the age of 10 years were done and birth certificate were issued under the national campaign launched from August 2005. During the campaign, 38.91 lakh birth certificates have been distributed upto May,2010.
